The manifesto promised a Rs 40,000 crore Bhamashah Health Infrastructure Mission for expansion and modernisation of health facilities. The government launched the differently named Mukhyamantri Ayushman Arogya Health Infrastructure Mission, whose objective directly matches the promised expansion, upgrading, construction, repair and modernisation of medical and Ayush institutions. The July 2024 Budget identified projects valued at Rs 15,000 crore over three years, and the 2025-26 Budget added major tertiary-care and RIMS provisions. This is substantial intent-matched delivery, but the verified mission portfolio is well below Rs 40,000 crore and no mission-wide utilisation evidence was found at the promised scale. Budget: A direct Rs 15,000 crore project portfolio was announced, alongside Rs 1,300 crore for tertiary-care strengthening and Rs 500 crore for RIMS in 2025-26, but consolidated utilisation against the Rs 40,000 crore commitment was not verified.
