Our Assessment

The manifesto promised improvement of the health system through Rs 20,000 crore investment. PRS records Rs 23,813 crore for Health and Family Welfare in the 2025-26 Madhya Pradesh budget, including Rs 12,816 crore for urban health services and Rs 2,133 crore for rural health services. Later 2026-27 budget reporting records Rs 23,747 crore allocated to the health sector, along with new hospitals, medical colleges, Ayushman provision and recruitment activity. These allocations exceed the promised investment amount and show active health-system expansion. The verdict is on_track rather than fulfilled because allocations are not the same as utilisation, and several promised sub-components remain incomplete. Budget: allocation evidence is strong for 2025-26 and 2026-27, but utilisation against the Rs 20,000 crore promise was not found.
