Medical colleges in ST-majority districts

The manifesto promised construction of medical colleges in the ST-majority districts of Mandla, Khargone, Dhar, Balaghat and Sidhi. Before the election, the state cabinet had approved new medical colleges in Khargone, Dhar, Balaghat and Sidhi among six districts, but that was an approval rather than construction completion. Later reporting shows broader medical-college expansion in Madhya Pradesh, including PPP plans involving Dhar and new government colleges in other districts such as Sheopur and Singrauli. However, no approved-source evidence was found that medical colleges have been constructed or started in all five named districts, and Mandla was not clearly covered in the approval evidence found in this pass. The verdict is partial because there is real movement in the medical-college expansion pipeline, but the named-district promise is not fully delivered. Budget: health-sector allocations exist in state budgets, but no approved-source district-wise allocation and utilisation figure for all five promised colleges was found in this pass.
