Migrant workers are explicitly part of the e-Shram National Database of Unorganised Workers, and 14 schemes are integrated to extend social security coverage to them. Protections for inter-state migrant workers (earlier under the 1979 Inter-State Migrant Workmen Act) have been subsumed into the Occupational Safety, Health and Working Conditions Code, in force from 21 November 2025, which provides for portability of benefits. Registration and the legal framework are in place; dedicated, measurable migrant-specific outreach to ensure benefit uptake is only partially evidenced. Partial.
