All three elements of this pledge are operational under the SMILE scheme (Support for Marginalized Individuals for Livelihood and Enterprise; Rs 390 crore for 2021-2026). Garima Greh shelter homes for transgender persons are running — 21 operational across 17 states with three more sanctioned in August 2025, offering accommodation, food, healthcare and skill-building. Nationwide recognition is provided via transgender certificates and identity cards issued through the National Portal for Transgender Persons. And health coverage is delivered through Ayushman Bharat TG Plus, providing Rs 5 lakh per year per transgender person including gender-affirming care, hormone therapy and surgery at empanelled hospitals. Fulfilled (network expansion is ongoing, but every committed component is delivered).
