Our Assessment

low

Several states run senior-citizen pilgrimage schemes — for example Delhi’s Mukhyamantri Tirth Yatra Yojana and Madhya Pradesh’s Mukhyamantri Tirth Darshan Yojana (which has offered free rail and even air pilgrimages), with similar schemes in Maharashtra, Jharkhand and Karnataka. However, these are independently run state schemes, several pre-dating the manifesto, and there is no clearly evidenced central framework coordinating with state governments under this specific commitment. Pending: the pledge envisaged central-state coordination that is not yet demonstrably in place, even though state-level facilities exist.
