Our Assessment

Gujarat has implemented substantial rural broadband and public Wi-Fi services, but the evidence does not establish universal coverage. A March 2025 parliamentary reply recorded all 14,320 Gram Panchayats planned under BharatNet Phases I and II as service-ready and 1,23,277 fibre-to-the-home connections using the network in Gram Panchayats and villages. The Governor's February 2026 address also reported operating Rural Wi-Fi services at more than 7,685 Gram Panchayat offices in 22 districts, including one free hour daily. These are service-delivery records, rather than plans alone. A June 2025 agreement launched the Amended BharatNet programme to upgrade connectivity and extend it across all Gram Panchayats and non-GP villages on demand. An April 2026 parliamentary table subsequently recorded 14,563 service-ready points against 14,621 Gram Panchayats and equivalents, with a warning that some Panchayats may have more than one point. These measures are different: a service-ready fibre point does not prove reliable broadband and functioning public Wi-Fi throughout every rural settlement. No evidence reviewed establishes universal rural coverage or the claimed first-state position. The numerical and geographic scope therefore remains only partly delivered, supporting Partially Done with high confidence.

The reasoning behind the verdict

Why this assessment?

Reviewed

01 · Delivery status

Why partially done?

Operational rural Wi-Fi and FTTH services demonstrate meaningful delivery. Universal broadband and Wi-Fi coverage of rural areas, including non-GP villages and last-mile access, has not been established. Service-ready point counts cannot be treated as completed village coverage.

Service-ready fibre points, Gram Panchayats, villages and functioning public Wi-Fi coverage have different denominators. No universal-coverage percentage is inferred.

02 · Strength of evidence

Why high confidence?

Parliamentary replies, the Governor's address and Gujarat's fibre-network department give direct evidence of actual services and the limits of the published coverage measures. Multiple primary sources support partial implementation, while none certifies universal broadband and Wi-Fi availability.

What would help us reassess?

The documents that could clarify delivery of this commitment.

  • A settlement-level list of rural villages with operational broadband and public Wi-Fi, including non-GP villages
  • Current uptime, speed and active-user data for rural public Wi-Fi access points
  • Independent confirmation that all rural households and institutions can obtain reliable last-mile broadband
  • Comparable state-level evidence supporting the claimed first-state achievement

Status describes delivery. Confidence describes the evidence.

A parliamentary answer listed Gujarat's 14,563 BharatNet service-ready points against 14,621 Gram Panchayats and equivalents. The table explicitly notes that some Panchayats may have multiple points, so this cannot be converted into a unique-Panchayat or village completion percentage.

The Centre, Gujarat, BSNL and GFGNL signed an Amended BharatNet agreement to upgrade the network and extend it across Gram Panchayats and non-GP villages on demand. The agreement describes further rollout, rather than certifying universal coverage.

A parliamentary reply reported 14,320 planned Gujarat Gram Panchayats service-ready under BharatNet Phases I and II, 55,418 km of optical fibre and 1,23,277 FTTH connections in Gram Panchayats and villages. These figures describe network and subscriber delivery, rather than universal Wi-Fi coverage.
