Provide cyber help desks at every police station and district cyber forensics
Bharatiya Janata Party · Gujarat Legislative Assembly Election 2022

What does this status mean?
Meaningful delivery has occurred, but the stated commitment is incomplete.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“We will establish cyber help desks in all police stations, and cyber forensic departments in each district.”
Our Assessment
Gujarat has operating specialist cyber-policing and forensic capacity. A March 2026 parliamentary answer records 39 cybercrime police stations, one state FSL, seven regional FSLs and 47 district mobile forensic units, using data as of 1 January 2024. An Ahmedabad police announcement in December 2022 also described a station-level cyber help-desk rollout. These are relevant steps, but the measures are not interchangeable: specialist cyber police stations are not help desks in every ordinary police station, and general mobile forensic units are not dedicated cyber-forensic departments in every district. A current station-by-station help-desk and district cyber-laboratory inventory was not verified. The combined promise is Partially Done with medium confidence.
The reasoning behind the verdict
Why this assessment?
Reviewed
01 · Delivery status
Why partially done?
Specialist cyber and general forensic capacity exists, while both universal station-level help desks and district-specific cyber forensics remain unverified.
02 · Strength of evidence
Why medium confidence?
Parliamentary data directly establish facilities but use a January 2024 reference date and different facility types. The exact promised coverage is not reported.
What would help us reassess?
The documents that could clarify delivery of this commitment.
- An operational cyber help-desk inventory for every police station
- District-wise dedicated cyber-forensic facilities, staffing and equipment
- Commissioning dates and current caseload, turnaround and service-availability records
Status describes delivery. Confidence describes the evidence.

Promise Timeline
Parliament published Gujarat's cyber police and general forensic facility counts, explicitly referring to 1 January 2024. The categories do not establish all-station help desks or a cyber-forensic department in each district.
View sourceAt a public event, Ahmedabad's cybercrime DCP announced plans for help desks at all city police stations by January 2023. The announcement alone does not establish completed statewide coverage.
