Establish four Gujarat Institutes of Technology
Bharatiya Janata Party · Gujarat Legislative Assembly Election 2022
Last updated 16 Oct 2026
What does this status mean?
Meaningful delivery has occurred, but the stated commitment is incomplete.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“We will establish 4 Gujarat Institute of Technology (GIT) on the lines of IITs as Centres of Excellence in the areas of Green Energy, Semiconductors, FinTech, and Aerospace.”
Our Assessment
Several sector-specific institutions and centres now deliver parts of the intended research and training agenda: the GIFT International Fintech Institute launched in January 2025; the NSDC–PDEU Centre of Excellence in semiconductor and energy skills launched in April 2025; and an Airbus aerospace Centre of Excellence opened at Gati Shakti Vishwavidyalaya in February 2026. These are relevant delivery even though the names differ. They are not evidence that four standalone IIT-like Gujarat Institutes of Technology have been established. There is no reliable 0–4 completion count.
The reasoning behind the verdict
Why this assessment?
Reviewed
01 · Delivery status
Why partially done?
Gujarat has delivered research and training capacity in three of the four named fields through a fintech institute and semiconductor, green-energy and aerospace centres. The assessment counts these functional outcomes even though they carry different names. Yet the commitment specified four IIT-like Gujarat Institutes of Technology, and the available records do not verify four institutions of that scale, distinct campuses, or fully operational programmes across all four fields. Related delivery is substantial but the central numerical and institutional scope remains unverified, so the status is Partially Done.
No progress bar is shown: a fintech institute and centres within existing universities are not directly interchangeable with the promised four IIT-like institutes. A sector-specific centre is not counted as one completed GIT.
02 · Strength of evidence
Why medium confidence?
The manifesto and first-party announcements from IIT Gandhinagar, the Ministry of Skill Development and the Ministry of Railways verify the pledge and the related operational centres. Confidence is Medium because there is no official project list or establishment order connecting these facilities to four IIT-like GITs.
What would help us reassess?
The documents that could clarify delivery of this commitment.
- Government order or approved plan identifying the four GIT institutes or documented functional equivalents
- Campus, governance, capital budget, faculty, student intake and operational dates for each proposed institute
- Sector-by-sector evidence of active teaching, research and industry partnerships at IIT-like scale
- A consolidated accounting of spending and outcomes for all four promised fields
Status describes delivery. Confidence describes the evidence.

Promise Timeline
Source review: the four-institute commitment is on printed page 50 (PDF 52). Related centres remain functional progress; no verified count of four IIT-like GITs or consolidated budget is inferred.
View sourceAirbus and Gati Shakti Vishwavidyalaya inaugurated an aerospace Centre of Excellence in Vadodara for research and skills. The centre contributes to the Aerospace field but is not presented as a Gujarat Institute of Technology.
View sourceThe NSDC–PDEU Centre of Excellence opened in Gandhinagar with planned training in semiconductors, renewable energy and smart manufacturing; semiconductor training was already underway. This is a centre within an existing university, not a verified standalone GIT.
View sourceGIFT City, with IIT Gandhinagar, Ahmedabad University and UC San Diego, launched the GIFT International Fintech Institute for fintech training, research and innovation. It is relevant to the FinTech field, but is not identified as one of four IIT-like GITs.
