Provide mobile internet in every hilly tribal village by 2023
Bharatiya Janata Party · Gujarat Legislative Assembly Election 2022

What does this status mean?
Meaningful delivery has occurred, but the stated commitment is incomplete.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“We will ensure 100% mobile internet connectivity in every village across hilly tribal regions by 2023.”
Our Assessment
By July 2026 Gujarat had commissioned 653 of 857 sanctioned 4G saturation sites, showing real post-election rollout and remaining work after the 2023 deadline. Tower counts cannot be converted into the promised percentage of hilly tribal villages without a village-level denominator and service tests.
The reasoning behind the verdict
Why this assessment?
Reviewed
01 · Delivery status
Why partially done?
Post-election mobile-network expansion is verifiable: a February 2025 Union reply reported 18 of 41 identified Gujarat PVTG habitations covered under one targeted 4G project, and a July 2026 Department of Telecommunications release reported 653 of 857 sanctioned Gujarat 4G saturation sites commissioned. These programmes reach remote and tribal areas, but they do not show every hilly tribal village had usable mobile internet by the 2023 deadline; 204 saturation sites remained uncommissioned in 2026. The government term continues, so this is Partially Done rather than Broken: tangible rollout exists, while universal coverage and the deadline are not verified.

02 · Strength of evidence
Why medium confidence?
Official telecom releases provide concrete Gujarat rollout and remaining-site figures. The exact hilly-tribal village denominator and usable-internet test are missing, so evidence of universal coverage remains incomplete.
What would help us reassess?
The documents that could clarify delivery of this commitment.
- The defined list and total number of villages in Gujarat's hilly tribal regions
- Village-wise 4G or better mobile-internet availability as of 31 December 2023 and now
- Independent coverage and usable-service tests in the still-uncovered settlements
