Our Assessment

The three Gujarat Coastal Economic Zones were identified before the 2022 election: Kachchh, Saurashtra and Suryapur, the last covering Surat and neighbouring districts. A December 2025 parliamentary answer confirmed that 14 zones were envisaged nationally but did not report construction or completion of these three Gujarat zones. It instead described broader port-led industrialisation, which cannot be counted as delivery of the specified zones. Without zone-level contracts, construction milestones or operating facilities, progress on this pledge remains unverified. The promise is Pending; this does not prove that no related development has occurred.

The reasoning behind the verdict

Why this assessment?

Reviewed

01 · Delivery status

Why pending?

The three locations were proposed before the election. The later official reply did not identify construction progress for any of the three Gujarat Coastal Economic Zones. General Sagarmala or port-industrial activity is insufficient to verify delivery of these named zones.

The numerical target is three zones. A completed-zone count is deliberately left blank because the reviewed records do not provide a comparable figure; no progress bar is shown.

02 · Strength of evidence

Why low confidence?

Official records confirm the original three proposed Gujarat locations and the absence of location-specific status in the 2025 reply. Confidence in a delivery verdict is low because missing public construction records do not establish that no works exist.

What would help us reassess?

The documents that could clarify delivery of this commitment.

  • Notifications, detailed project reports and approved boundaries for each of the Kutch, Saurashtra and Surat/Suryapur zones
  • Contracts, land-development records and physical construction progress for each zone
  • Completion certificates or evidence that industrial units and common infrastructure are operational in each zone

Status describes delivery. Confidence describes the evidence.
