Provide app-based access to more than 300 services and welfare schemes
Bharatiya Janata Party · Gujarat Legislative Assembly Election 2022
Last updated 15 Oct 2026
What does this status mean?
Meaningful delivery has occurred, but the stated commitment is incomplete.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“We will launch the Suvidha App which will provide seamless access to 300+ services and welfare schemes.”
Our Assessment
Relevant digital service delivery has expanded under Digital Gujarat and Sugam Digital Gujarat rather than the promised Suvidha label. In March 2026 Gujarat launched a simplified online process for 20 high-transaction services across five departments. A May agreement proposed WhatsApp access to approximately 20 services, but that agreement alone does not prove the chatbot was operating. This supports meaningful movement toward easier citizen access. The reviewed evidence does not establish a functioning, unified mobile app delivering the promised 300-plus services and welfare schemes. The 20 simplified services are neither the entire Digital Gujarat catalogue nor a valid 20-of-300 completion numerator. The promise is Partially Done, with the full app scope still to be verified.
The reasoning behind the verdict
Why this assessment?
Reviewed
01 · Delivery status
Why partially done?
Post-election simplified online services deliver part of the access objective. A working unified app and the full 300-plus-service scope were not verified.
The 20 services reported under Sugam are a subset whose delivery was simplified. They are not a verified numerator for the promised 300-plus app catalogue, so no 20/300 bar is displayed.
02 · Strength of evidence
Why medium confidence?
Credible launch reporting identifies actual simplified services and separates them from a later WhatsApp agreement. A verified app catalogue and usage data are missing.
What would help us reassess?
The documents that could clarify delivery of this commitment.
- Official app store or web-app link and responsible operator
- A deduplicated catalogue of 300-plus services and welfare schemes accessible end to end
- Successful application and benefit-delivery usage records across that catalogue
Status describes delivery. Confidence describes the evidence.
