Our Assessment

Gujarat already had boat-ambulance services, and the National Health Mission’s Gujarat approval for 2024–26 includes support for two boat ambulances. That continuing service does not establish that six additional boats were launched after the November 2022 manifesto. I found no official post-election commissioning order or operational fleet list demonstrating the promised increase. The commitment remains Pending. The bar counts additional ambulances verified as launched under this pledge: none of the six could be confirmed from the available records, which is not proof that no boats were added.

The reasoning behind the verdict

Why this assessment?

Reviewed

01 · Delivery status

Why pending?

The manifesto asks for six more boats, which requires a pre-election baseline and six post-election launches. The NHM 2024–26 approval describes support for two ambulances, while no dated commissioning records establish six additional units. Maintaining an existing service is not the promised fleet expansion.

Zero means no additional launches could be verified from the records reviewed, not a definitive claim that none exist.

02 · Strength of evidence

Why low confidence?

Confidence is low because a complete official before-and-after boat-ambulance inventory and launch dates were not available. An NHM funding approval does not by itself prove operational deployment.

What would help us reassess?

The documents that could clarify delivery of this commitment.

  • Number and deployment locations of boat ambulances operating before November 2022
  • Commissioning orders and dates for each boat ambulance launched afterward
  • Current operational fleet and emergency-response call or patient counts

Status describes delivery. Confidence describes the evidence.
