Provide police commissionerates in Gujarat cities above 10 lakh population
Bharatiya Janata Party · Gujarat Legislative Assembly Election 2022
Last updated 15 Oct 2026
What does this status mean?
The stated commitment has been substantively delivered, supported by evidence.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“We will introduce the Police Commissionerate system in the cities of Gujarat having a population of more than 10 lakh.”
Our Assessment
On the official Census-city basis used by MoSPI, Gujarat's million-plus cities are Ahmedabad, Rajkot, Surat and Vadodara. Government directories and operating city-police records establish commissionerates in all four. The substantive coverage condition is therefore met on that published population basis. These commissionerates predate the 2022 election; this verdict records an existing delivered condition and does not attribute their creation to the current term. It also does not certify that no additional city has crossed the threshold since the Census or through boundary changes. Confidence is medium because an updated, officially reconciled eligible-city list and population reference date would clarify the present scope.
The reasoning behind the verdict
Why this assessment?
Reviewed
01 · Delivery status
Why fulfilled?
The four officially classified Census 2011 million-plus municipal cities have operating police commissionerates. This is baseline coverage, not evidence of four new commissionerates created after 2022.
Coverage is assessed on the explicit Census 2011 city basis used by MoSPI. These offices predate the election. This records a delivered baseline condition and does not credit their creation to the 2022–27 government.
02 · Strength of evidence
Why medium confidence?
MoSPI identifies the eligible cities on a defined Census basis and government records establish their commissionerates. The population baseline is old, leaving uncertainty about newly eligible cities.
What would help us reassess?
The documents that could clarify delivery of this commitment.
- An updated official population-and-boundary list of all cities above 10 lakh
- A Home Department reconciliation of eligible cities and notified commissionerate jurisdictions
- Gazette notifications and operational records for any newly eligible city
Status describes delivery. Confidence describes the evidence.
