Attract ₹80,000 crore and double Gujarat's renewable capacity

Bharatiya Janata Party · Gujarat Legislative Assembly Election 2022

Last updated 15 Oct 2026

What does this status mean?

Meaningful delivery has occurred, but the stated commitment is incomplete.

Status describes delivery. Confidence describes how strong the available evidence is.

Original manifesto wording

“We will launch the Shyamji Krishna Varma Renewable Energy Mission to bring an investment of ₹80,000 crore to double the installed capacity of renewable energy in Gujarat.”

Our Assessment

MNRE's comparable annual capacity series records 18.58 GW in FY2021–22, the last complete financial year before the election, and 47.18 GW in FY2025–26. That exceeds doubling on a disclosed pre-election baseline and is substantive delivery even if the implementation uses another programme name. The manifesto does not identify its intended baseline date. A comparable post-election realised-investment total against ₹80,000 crore was not verified; MoUs and announcements are insufficient. The capacity outcome receives credit while the investment component remains unverified.

The reasoning behind the verdict

Why this assessment?

Reviewed

01 · Delivery status

Why partially done?

Capacity has expanded beyond doubling; the committed investment amount is not yet verified.

The capacity comparison uses the same MNRE annual series and FY2021–22 as the last complete pre-election year. It is an explicitly chosen reference, since the manifesto did not define a baseline. The investment numerator is unfilled.

02 · Strength of evidence

Why medium confidence?

Government capacity series are strong, but promise-wide realised investment accounting is incomplete.

What would help us reassess?

The documents that could clarify delivery of this commitment.

  • An official realised-investment statement with a defined post-election period and project list
  • A clear election-time installed-capacity baseline and like-for-like current series
  • Expenditure or commissioned-asset records separating actual investment from MoUs and announced plans
