Increase rural rooftop-solar support to 50% and 30%

What does this status mean?
Meaningful delivery has occurred, but the stated commitment is incomplete.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“Increasing the rural subsidy from 40% to 50% for installing rooftop panels up to 3KW and from 20% to 30% in capacities greater than 3KW and up to 10KW.”
Our Assessment
GUVNL's pre-election SURYA-Gujarat scheme offered 40% support up to 3 kW and 20% above 3–10 kW. A July 2023 clarification kept it operative through FY2024–25, but did not announce the promised 50%/30% rural rates. PM Surya Ghar has since delivered central rooftop subsidies at scale in Gujarat, capped at 3 kW. October 2026 reporting describes an additional state top-up for systems up to 2.18 kWp. Rural-specific payments at the promised rates and 30% support above 3 kW remain unverified.
The reasoning behind the verdict
Why this assessment?
Reviewed
01 · Delivery status
Why partially done?
Rooftop subsidies are being paid in Gujarat, and a new state top-up has been approved for small systems. Its reported 2.18 kWp limit does not cover the full promised up-to-3 kW band or the above-3-to-10 kW band. Rural payments at the promised 50% and 30% rates remain unverified.
02 · Strength of evidence
Why medium confidence?
GUVNL and MNRE records verify the earlier rates, continued operation of the older scheme, and central subsidy delivery. The new state top-up is reported consistently, but the signed resolution and rural, capacity-band disbursement data were not retrieved.
What would help us reassess?
The documents that could clarify delivery of this commitment.
- The signed 22 October 2026 Gujarat resolution and its rural eligibility and subsidy-calculation rules
- Rural beneficiary counts and actual state top-up disbursements by system size
- An official notification and payment records for 30% support on systems above 3 kW and up to 10 kW
