Develop a Saurashtra express-highway grid linking economic hubs

What does this status mean?
Meaningful delivery has occurred, but the stated commitment is incomplete.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“We will develop a Saurashtra Express Highway Grid to provide seamless connectivity between important economic hubs and national highways.”
Our Assessment
The state has advanced related Saurashtra expressway connections under different names. A September 2025 GSRDC tender sought forest-clearance consultancy for Ahmedabad–Rajkot and Jetpur–Somnath packages, and the 2026 governor's address confirmed the state's decision to build the Somnath–Dwarka Expressway within a wider 1,100-km programme. These are concrete pre-construction steps toward a regional network, but neither source establishes completed express-highway links or an operational Saurashtra grid. The ₹93,240-crore estimated cost belongs to the combined Namo Shakti and Somnath–Dwarka programme and is not assigned to this manifesto promise as a dedicated budget.
The reasoning behind the verdict
Why this assessment?
Reviewed
01 · Delivery status
Why partially done?
GSRDC issued consultancy tenders for Saurashtra-linked expressway packages, including Ahmedabad–Rajkot and Jetpur–Somnath, and the state has adopted the Somnath–Dwarka Expressway programme. This is verifiable project preparation beyond a bare announcement. The sources do not yet show construction or opening of an express-highway grid connecting the promised economic hubs and national highways. The commitment is assessed as Partially Done.
The programme uses different project names from the manifesto. Related work is credited for its actual route and procurement stage, not treated as a completed grid.
02 · Strength of evidence
Why medium confidence?
A GSRDC tender notice and the state governor's official road-project report substantiate planning and procurement. Published route-level construction and operational data for a connected Saurashtra grid are still missing, so confidence is Medium.
What would help us reassess?
The documents that could clarify delivery of this commitment.
- Approved route map identifying which expressway packages form the Saurashtra grid
- Construction awards, work orders and physical-progress reports for each package
- Opening dates and operational kilometres connecting Saurashtra's economic hubs to national highways
- Traffic and travel-time evidence that the finished links provide the promised connectivity
