Original manifesto wording

“We will develop the first-of-its-kind Parikrama Path of 3,000 km encircling the whole state with 4-6 lane roads/highways by constructing: • South Eastern Peripheral Highway (India’s longest coastal highway, 1,630 km) • North Western Peripheral Highway (1,380 km).”

Our Assessment

The 2023-24 budget announced a Parikrama Path scheme to connect border areas. April 2023 reporting described a 3,533-km blueprint largely using existing roads and filling missing links, which differs materially from the manifesto's 3,000 km of four-to-six-lane roads and its two named peripheral highways. A later official report lists 21 roads completed under a separate coastal-highway plan, but does not identify them as 4-6-lane Parikrama Path sections. No verified length of the two promised peripheral highways has been found. Planning is recorded; delivery against the specified road standard is Pending.

The reasoning behind the verdict

Why this assessment?

Reviewed

01 · Delivery status

Why pending?

The state announced a Parikrama Path scheme in its 2023-24 budget and a subsequent blueprint described a wider ring assembled mainly from existing roads. That is planning, but the available records do not identify completed four-to-six-lane sections of the promised 3,000-km Parikrama Path or establish construction of its 1,630-km and 1,380-km named peripheral highways. Separate coastal-road completions cannot safely be counted toward this specific target. The delivery status remains Pending.

The manifesto's two component lengths add to 3,010 km, while its headline target says 3,000 km. The original figures are preserved. No completed-kilometre progress bar is shown without a route-level, lane-standard-comparable numerator.

02 · Strength of evidence

Why medium confidence?

The manifesto, 2023-24 budget summary and government road report document the pledge, announcement and other road work. Neither the 4-6-lane Parikrama alignment nor route-level completed kilometres are published in these sources; confidence in the exact delivery position is Medium.

What would help us reassess?

The documents that could clarify delivery of this commitment.

  • Approved alignment and detailed project reports for both named peripheral highways
  • Tender, award and physical-progress reports identifying four-to-six-lane Parikrama sections
  • Completed and operational kilometres by segment, excluding pre-existing roads and unrelated coastal-road upgrades
  • Reconciliation of the 3,000-km headline and 3,010-km component lengths
