Our Assessment

The Mumbai–Ahmedabad high-speed rail project predates the 2022 manifesto, but construction has continued substantially since the election. NHSRCL reported 300 km of completed viaduct in May 2025 and completion of all 13 heavy portal beams in Ahmedabad in July 2026. The January 2026 central project report recorded 57% physical progress for the full 508-km line. No passenger service was verified by this review. The directional promise to facilitate development is On Track, while the corridor itself remains unfinished.

The reasoning behind the verdict

Why this assessment?

Reviewed

01 · Delivery status

Why on track?

Post-election construction includes hundreds of kilometres of viaduct and new Ahmedabad bridge structures. This is substantive, measurable progress on the already-under-construction line, consistent with On Track under the methodology. The project is not Fulfilled because trains are not yet in passenger service.

02 · Strength of evidence

Why high confidence?

NHSRCL construction releases and the central project-monitoring report provide direct physical milestones and whole-project progress, supporting High confidence.
