Develop mega hydrogen parks for green hydrogen and ammonia
Bharatiya Janata Party · Gujarat Legislative Assembly Election 2022
Last updated 15 Oct 2026
What does this status mean?
Meaningful delivery has occurred, but the stated commitment is incomplete.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“Make Gujarat the front runner for Green Hydrogen and Green Ammonia production by setting up Mega Hydrogen Parks in different regions of Gujarat.”
Our Assessment
Kandla has moved beyond planning: a 1 MW hydrogen plant was commissioned, land was allotted for hydrogen and ammonia projects, and an ammonia-compatible jetty has been developed. These are relevant physical steps toward a hydrogen production cluster. They do not establish operational mega parks across multiple Gujarat regions or production leadership. The wider park and ammonia commitment remains partly delivered.
The reasoning behind the verdict
Why this assessment?
Reviewed
01 · Delivery status
Why partially done?
Operational hydrogen production and common infrastructure exist, but the multi-region mega-park scope remains incomplete.
02 · Strength of evidence
Why medium confidence?
Primary records verify Kandla's facilities; comprehensive park-level commissioning and production data remain limited.
What would help us reassess?
The documents that could clarify delivery of this commitment.
- A list of operational mega hydrogen parks with locations, capacity and commercial-operation dates
- Actual green hydrogen and green ammonia production by park
- Evidence of functioning shared infrastructure and tenants in multiple regions
- Comparable state production data supporting the front-runner claim
Status describes delivery. Confidence describes the evidence.
