Original manifesto wording

“We will spend ₹25,000 crore under the Gujarat Urban Development Mission to transform the urban landscape of Gujarat. Under this, we will: Develop 5 Modern Satellite Townships to provide affordable housing for all; Construct the Tapi Riverfront in record time; Develop 100 urban forests to increase state's green cover; Construct Mega Recreational Parks in all major urban areas with natural landscaping, picnic areas, athletic fields, yoga centres, and playgrounds; Create high-speed free Wi-Fi connectivity zones in public spaces of 100 cities and urban areas; Create a Smart Parking system across all the congested spaces in the state and create new multi-parking spaces; Launch an Integrated Traffic Management System in all urban areas to facilitate quick passage to emergency vehicles such as ambulances and fire tenders.”

Our Assessment

Gujarat has implemented relevant urban improvements through existing and expanded programmes. The February 2026 Assembly address reported completed iconic roads, continuing Smart City projects and delivered sections of riverfront infrastructure. The named components nevertheless remain uneven: five satellite towns were still in planning, Tapi Riverfront delivery was not complete, and statewide coverage of the parks, Wi-Fi, smart-parking and emergency-priority traffic systems could not be verified. The government's ₹55,073 crore figure for Urban Development Year works is an approval total, not audited expenditure against this ₹25,000-crore manifesto commitment. Relevant work is credited irrespective of scheme branding, but neither the full expenditure target nor all promised components are established. The commitment remains Partially Done.

The reasoning behind the verdict

Why this assessment?

Reviewed

01 · Delivery status

Why partially done?

Substantive urban works have been delivered, but several specific components remain incomplete or lack statewide coverage evidence. Approved project values do not establish the promised expenditure.

Approved project values and the total urban-department budget are not actual expenditure against this commitment. The expenditure numerator remains unfilled.

02 · Strength of evidence

Why medium confidence?

Primary government records support implemented urban works and distinguish approvals from delivery. A consolidated audited expenditure and component-level completion report is unavailable.

What would help us reassess?

The documents that could clarify delivery of this commitment.

  • Audited eligible urban-development expenditure against the ₹25,000-crore commitment without double counting
  • Completion and coverage reports for each listed subcommitment
  • A consistent mapping of equivalent projects delivered under other scheme names

Status describes delivery. Confidence describes the evidence.
