What does this status mean?
The term is active and there is no evidence of action or reversal.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“Develop 5 Modern Satellite Townships to provide affordable housing for all.”
Our Assessment
The government has identified Kalol, Sanand, Savli, Bardoli and Hirasar as five satellite towns. In January 2026, it invited urban planners to prepare their master plans, with the plans intended to be completed within a year and metropolitan-level amenities envisaged by 2030. The February 2026 Assembly address confirmed that the five towns had been declared. This is a relevant preparatory milestone. However, the records reviewed do not verify completed township infrastructure or delivered affordable housing under this five-town commitment. Under the methodology, identification and planning procurement alone do not establish substantive delivery, so the promise is Pending.
The reasoning behind the verdict
Why this assessment?
Reviewed
01 · Delivery status
Why pending?
Five locations have been identified and master planning initiated, but delivered township infrastructure and affordable housing under the five-town programme could not be verified.
02 · Strength of evidence
Why medium confidence?
Primary Assembly records and official-broadcaster reporting establish the planning stage. Current construction, housing delivery and expenditure records remain incomplete.
What would help us reassess?
The documents that could clarify delivery of this commitment.
- Approved master plans and awarded infrastructure construction contracts
- Town-wise physical construction, expenditure and affordable-house completion records
- Occupation and functioning civic-service evidence for completed township areas
Status describes delivery. Confidence describes the evidence.
