Our Assessment

Free public Wi-Fi is operational through Gujarat's statewide Urban Wi-Fi project. Gujarat Informatics Limited lists coverage in 55 cities, with 312 hotspots and 1,426 access points, and publishes service reports continuing into August 2026. This is a substantial operational service, although it originated before the 2022 election and the 55 cities are a cumulative coverage figure. The verified statewide-project count remains below the manifesto's 100-city objective. Separate Smart City and other networks may add coverage, but a deduplicated statewide inventory establishing 100 cities with functioning high-speed free public service was not available. The promise is Partially Done.

The reasoning behind the verdict

Why this assessment?

Reviewed

01 · Delivery status

Why partially done?

The statewide programme provides functioning free public Wi-Fi in 55 documented cities. Full 100-city coverage across all networks has not been established.

The 55 cities are documented cumulative coverage in one operational programme, including pre-2022 service, not 55 cities newly added during this term. Other networks have not been deduplicated. The bar is a verified minimum against the 100-city scope, not an exact statewide completion tally.

02 · Strength of evidence

Why medium confidence?

Gujarat Informatics Limited directly documents 55 cities and recent operational service reports. Confidence is Medium because other networks have not been deduplicated into a complete statewide count, and existing coverage does not establish the number of cities added after the election.

What would help us reassess?

The documents that could clarify delivery of this commitment.

  • A deduplicated list of 100 cities or urban areas with operational free public Wi-Fi
  • Hotspot uptime, speed, usage and free-access terms for each city
  • Evidence of newly added coverage and functioning service beyond the existing 55-city project
