Original manifesto wording

“We will launch the Gujarat Gati Shakti Master Plan for Multi-Modal Connectivity, which will serve as an exemplary model of integrated infrastructural development, making Gujarat the guiding light in Amrit Kaal. It will bring integrated planning and coordinated implementation of critical projects across Roadways, Railways, Airways and Waterways.”

Our Assessment

Gujarat launched the PM Gati Shakti Gujarat Integrated Master Plan portal on 6 October 2022, before this manifesto was published. Official records show the portal functioning as a shared planning platform across state departments and districts. GIDB reports integration of 22 state departments and 67 agencies. A Union government review cites its use to plan a 300-km coastal corridor, reducing the required clearances from 28 to 13; a February 2025 parliamentary reply confirms its use in National Highway planning. The commitment to launch an operational master plan has therefore been delivered. The pre-election launch is stated plainly, and completion of individual transport projects is assessed separately.

The reasoning behind the verdict

Why this assessment?

Reviewed

01 · Delivery status

Why fulfilled?

Gujarat's PM Gati Shakti Integrated Master Plan and portal were launched on 6 October 2022, before this election manifesto was released. The state-level plan therefore existed before voters were asked to endorse this commitment. It has subsequently operated as an integrated planning platform: GIDB documents participation by 22 state departments and 67 agencies and describes district portals and sector-specific planning use cases. A 2024 Union government note records use of the platform to plan a 300-km Gujarat coastal corridor, reducing required clearances from 28 to 13. A February 2025 Lok Sabha reply says Gujarat's National Highway projects are planned in line with Gati Shakti principles and that use of the portal for highway DPRs is mandatory. The central promise to launch and operate an integrated master plan is substantively delivered, so this entry is Fulfilled. This does not credit a pre-election launch as a post-election achievement or imply that every road, rail, air and waterway project has been completed.

The Gujarat-level portal launched on 6 October 2022, before the November 2022 manifesto. Fulfilled refers to the existence and operational use of the promised plan, not completion of all infrastructure it coordinates.

02 · Strength of evidence

Why high confidence?

The launch date, state-level integrated plan, participating agencies and practical planning examples are documented by Gujarat Infrastructure Development Board. Union government records independently describe use of Gati Shakti for a Gujarat coastal corridor and National Highway planning. These primary sources strongly establish the plan's operation. They do not provide a comprehensive completion or impact audit across every transport mode.

What would help us reassess?

The documents that could clarify delivery of this commitment.

  • An independently auditable list of Gujarat projects planned through the state portal, with approval, construction and opening dates
  • Mode-wise road, rail, airport and waterway projects whose alignments or clearances were changed through integrated planning
  • Measured reductions in approval time, logistics cost or project delays attributable to the Gujarat plan
  • Periodic GIDB usage and outcomes reports distinguishing post-election work from the pre-election launch

Status describes delivery. Confidence describes the evidence.
