Build a Gujarat green-hydrogen hub with policy and infrastructure
Bharatiya Janata Party · Gujarat Legislative Assembly Election 2022
Last updated 12 Oct 2026
What does this status mean?
Implementation is progressing towards the commitment.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“We will make Gujarat a Hydrogen Hub of India by launching a Green Hydrogen Fuel Policy, promoting hydrogen as a clean fuel, building transport and storage infrastructure, and providing financial incentives for the adoption of hydrogen.”
Our Assessment
A 1 MW green-hydrogen plant was inaugurated at Kandla on 31 July 2025. Gujarat notified its Green Hydrogen Policy in December 2025, and the Union government recognised Deendayal Port as a green-hydrogen hub. These provide an operational plant and policy, beyond an announcement. The broader transport, storage and scaled adoption elements remain incomplete or not quantified.
The reasoning behind the verdict
Why this assessment?
Reviewed
01 · Delivery status
Why on track?
The policy exists and a hydrogen plant is operating, so implementation and observable progress toward a directional hub are established. Full ecosystem delivery remains to be shown.
02 · Strength of evidence
Why high confidence?
Government policy and Union ministry releases document the plant and hub designation; infrastructure and adoption outcomes are less complete.
What would help us reassess?
The documents that could clarify delivery of this commitment.
- Hydrogen production, offtake and fuel-use volumes by year
- Commissioned hydrogen transport and storage facilities
- Incentive awards and private projects commissioned under the 2025 state policy
