Complete Gandhinagar and Surat metros and start Rajkot and Vadodara metro work

Last updated 15 Oct 2026
What does this status mean?
Meaningful delivery has occurred, but the stated commitment is incomplete.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“We will construct the largest and most advanced metro rail network. To achieve this, we will: Operationalise Gandhinagar and Surat Metro projects; Start work on the Saurashtra (Rajkot) and Central Gujarat’s (Vadodara) first metro rail service.”
Our Assessment
Gandhinagar’s part of the pledge has reached operational delivery: the remaining Ahmedabad Metro Phase 2 section was inaugurated on 11 January 2026, and GMRC lists all 22 Phase 2 stations as operational. Surat Metro has moved through substantial construction and into testing; GMRC recorded trials on an 8.5-km section in April 2026, but trial running does not establish public passenger operations. Rajkot and Vadodara have progressed to project preparation, including GMRC’s February 2024 tender for Metro-Neo/Metro-Lite detailed project reports. Construction start or an operating service in those two cities was not verified in this review. Because the commitment combines an operating service in two cities with starting new projects in two others, completed Gandhinagar service and progress elsewhere provide meaningful delivery, while major components remain unfinished. The overall assessment remains Partially Done.
The reasoning behind the verdict
Why this assessment?
Reviewed
01 · Delivery status
Why partially done?
Gandhinagar metro service is operational, Surat is in construction and testing, and Rajkot and Vadodara have documented project preparation. The promised four-city scope remains incomplete; testing is not treated as public operation, and preparation is not treated as confirmed civil construction.
The four cities have different promised milestones: completion in Gandhinagar and Surat, and commencement in Rajkot and Vadodara. A single percentage bar would obscure those differences.
02 · Strength of evidence
Why high confidence?
GMRC’s project inventory, trial notice and DPR tender, together with the Prime Minister’s Office record of the January 2026 inauguration, directly document distinct stages in the four cities. There is strong evidence for substantial but incomplete delivery.
What would help us reassess?
The documents that could clarify delivery of this commitment.
- Commercial passenger-service opening and completed route length for Surat Metro
- Sanction, awarded construction contracts and documented site work for the Rajkot and Vadodara projects
- Updated project schedules showing delivery of each of the four promised city components
Status describes delivery. Confidence describes the evidence.
