Set up eight multi-modal logistics parks
Bharatiya Janata Party · Gujarat Legislative Assembly Election 2022
Last updated 15 Oct 2026
What does this status mean?
Meaningful delivery has occurred, but the stated commitment is incomplete.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“We will set up 8 world-class Multi-Modal Logistics Parks in Ahmedabad, Vadodara, Surat, Bharuch, Valsad, Rajkot, Kandla and Bhavnagar under the Bharatmala Pariyojana for the seamless movement of goods and services, bringing down logistics cost, and reduce vehicular pollution and congestion.”
Our Assessment
Gujarat has added substantive multimodal logistics infrastructure since the election. The APSEZ 2023–24 annual report records Virochannagar MMLP in Ahmedabad district as operationalised. Its investor presentation and published tariff identify rail yards, container storage and warehousing, showing that this is an operating logistics facility. CONCOR also added Western Dedicated Freight Corridor connectivity at Varnama near Vadodara during 2024–25, although that terminal predates this election. Equivalent delivered functionality is credited even where the implementation framework differs. However, the evidence does not establish eight newly completed parks across the named locations or a matching eight-project Bharatmala delivery ledger. The promise is Partially Done.
The reasoning behind the verdict
Why this assessment?
Reviewed
01 · Delivery status
Why partially done?
A new operational park in Ahmedabad district and substantive rail integration at Vadodara provide meaningful multimodal infrastructure. Full delivery of eight parks across the specified locations is unverified.
02 · Strength of evidence
Why medium confidence?
Operator annual reports and CONCOR’s official performance record document actual facilities and rail connectivity. Medium confidence reflects uncertainty about their mapping to the promised eight parks and the status of the remaining locations.
What would help us reassess?
The documents that could clarify delivery of this commitment.
- An official ledger mapping each of the eight promised locations to a specific park, developer and implementation scheme
- Commissioning and operational freight records, distinguishing new parks from pre-2022 facilities and later upgrades
- Land, award, construction and opening dates for the remaining locations
Status describes delivery. Confidence describes the evidence.
