Expand port infrastructure and double cargo-handling capacity

What does this status mean?
Meaningful delivery has occurred, but the stated commitment is incomplete.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“We will facilitate infrastructure creation across major and minor ports to maintain Gujarat’s numero uno position as the maritime gateway to India and double the cargo handling capacity of Gujarat’s ports.”
Our Assessment
Gujarat has expanded port infrastructure and cargo-handling capacity, but the promised doubling has not been established. The Union shipping ministry’s comparable non-major-port series records capacity increasing from 552 million tonnes a year in 2021–22 to 598 million tonnes in 2024–25. Gujarat Maritime Board reports 608 million tonnes for 2025–26. This is about 10% above the last full pre-election financial year for that part of the port system. A completed coastal jetty at Navlakhi and further port projects also demonstrate physical implementation. These figures measure capacity rather than cargo actually moved. Because the promise covers both major and minor ports, a consistent combined series is still required for a precise overall progress percentage. The evidence supports Partially Done.
The reasoning behind the verdict
Why this assessment?
Reviewed
01 · Delivery status
Why partially done?
Official capacity data show real expansion, but the increase in the comparable non-major-port series is far below doubling. A complete like-for-like major-plus-minor port series is not available in the reviewed records.
02 · Strength of evidence
Why high confidence?
The shipping ministry and Gujarat Maritime Board provide authoritative capacity figures, while a parliamentary project ledger confirms completed infrastructure. These sources strongly support partial delivery without confusing cargo throughput with capacity.
What would help us reassess?
The documents that could clarify delivery of this commitment.
- A common-definition 2022 baseline and current cargo-handling capacity for every major and non-major Gujarat port
- Commissioned capacity additions separated from proposed or under-construction terminals
- An official statewide reconciliation of rated capacity and any changes in measurement methods
