What does this status mean?
Meaningful delivery has occurred, but the stated commitment is incomplete.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“We will make Gujarat No. 1 in the Civil Aviation sector by operationalising the largest number of international and domestic airports and doubling the volume of passengers by: • Building the new greenfield Dholera International Airport by 2025 • Launching the Rajkot Hirasar International Airport by 2023, which will facilitate the growth of Saurashtra • Developing airports and heliports in Tier 2 and Tier 3 cities to facilitate the movement of chartered flights, air ambulances and cargo aircrafts • Developing new terminals and runways at existing airports to double their cargo and passenger handling capacity • Providing government assistance in adding routes and increasing the frequency of flights in under-serviced airports • Building Water Aerodromes in tourist destinations such as Ambaji, Palitana and Tapi • Ensuring seamless movement of passengers and goods, by building connectivity infrastructure at all airports.”
Our Assessment
Official data show progress in domestic air travel, but not a doubling. Gujarat airports handled 12.00 million domestic passengers in FY2022–23 and 15.62 million in FY2024–25, about 30% higher on that domestic series. A February 2026 parliamentary answer listed 13 Gujarat airports, behind Uttar Pradesh (17) and Maharashtra (16), and 71 UDAN routes operationalised in Gujarat. These figures show expanded use and connectivity, while the doubling and No. 1 airport-count ambitions remain unmet on available comparable measures. The distinct Dholera, Rajkot and water-aerodrome components are tracked separately.
The reasoning behind the verdict
Why this assessment?
Reviewed
01 · Delivery status
Why partially done?
Domestic passengers rose from 12.00 million to 15.62 million between FY2022–23 and FY2024–25 and 71 UDAN routes had been operationalised, showing meaningful progress. This is well short of doubled traffic, and the published 13-airport count does not rank first among states.
02 · Strength of evidence
Why medium confidence?
A Civil Aviation Ministry parliamentary answer gives comparable domestic traffic, airport counts and UDAN routes. Confidence is Medium because the promise does not define its passenger baseline, whether it includes international traffic, or the metric for 'No. 1'.
What would help us reassess?
The documents that could clarify delivery of this commitment.
- A combined domestic and international passenger series with the manifesto's intended base year
- Annual count of operational domestic and international airports by state on a consistent definition
- New post-2022 airport and heliport openings, terminal capacity additions, flight frequencies and airport access links
Status describes delivery. Confidence describes the evidence.
