What does this status mean?

Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“Building the new greenfield Dholera International Airport by 2025.”
Our Assessment
The Dholera airport project was underway before the 2022 election, and substantial construction followed. At a 14 July 2026 site review, the Civil Aviation Minister reported about 80% overall construction, 75% of the terminal, and completed runway, taxiway and ATC structures. He was still targeting licensing and an opening around September–October 2026. The manifesto's 2025 deadline had passed, and no official passenger-service opening was verified by this review. The project is Partially Done. This airport is distinct from the separately tracked Dholera aviation manufacturing park.
The reasoning behind the verdict
Why this assessment?
Reviewed
01 · Delivery status
Why partially done?
The runway and other airside structures are built and overall construction reached about 80% in July 2026, but the terminal and airport licensing were unfinished in the latest direct ministry update. The 2025 target was missed, and an operational airport is not yet verified.
The bar shows reported physical construction, not that an operational airport has been delivered.
02 · Strength of evidence
Why high confidence?
The Civil Aviation Ministry's on-site review provides direct component-level construction figures and an explicit forward operational target. Confidence is High in the assessment based on the latest official update.
What would help us reassess?
The documents that could clarify delivery of this commitment.
- DGCA aerodrome licence and opening notice
- First scheduled passenger or cargo flight and continuing operational timetable
- Final construction and expenditure record, with explanation of the missed 2025 deadline
