What does this status mean?
The term is active and there is no evidence of action or reversal.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“We aim to develop Gujarat as the Aviation Manufacturing Hub of the country. Under this, we will: Set up a first-of-its-kind Aviation Park in Dholera.”
Our Assessment
A Gujarat investor project profile prepared for Vibrant Gujarat 2024 proposed a civil aviation park or SEZ in Dholera and described indicative area, components and cost. In July 2026 the Civil Aviation Ministry reported major construction progress on Dholera International Airport and future MRO hangars. These are related aviation developments, but the reviewed records do not verify that the separate promised aviation park has been built or opened.
The reasoning behind the verdict
Why this assessment?
Reviewed
01 · Delivery status
Why pending?
The Dholera park has been described in a state investment profile, but no construction completion, tenant operations or opening of the park itself is verified. Progress on Dholera airport is not equivalent to delivery of an aviation manufacturing park. The promise remains Pending.
02 · Strength of evidence
Why medium confidence?
The state project profile and ministry airport update are direct sources that distinguish a proposal from nearby airport works. A definitive park-status report is still missing, so confidence is Medium.
What would help us reassess?
The documents that could clarify delivery of this commitment.
- A government sanction and land-allotment record for the Dholera aviation park
- Contracts and certified construction progress for the park's own facilities
- Opening date, tenants and operating activity in the park
Status describes delivery. Confidence describes the evidence.
