What does this status mean?
Meaningful delivery has occurred, but the stated commitment is incomplete.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“We will ensure that all the major and minor ports are connected with the nearest highway and upcoming expressway for seamless movement with the rest of India.”
Our Assessment
There is evidence of work to improve Gujarat’s port-road connections, but comprehensive coverage of all major and minor ports is not established. The central government’s LEADS 2025 report records road improvements addressing access and cargo-evacuation constraints at Kandla and Mundra, and strengthened coastal-corridor links through the state Roads and Buildings Department and Gujarat Maritime Board. An official August 2025 shipping-board record also states that Gujarat’s port-connectivity master plan was submitted in October 2024 and generated 20 road proposals. Existing links and projects provide substantive infrastructure progress, while proposals cannot be treated as completed roads. Without a current port-by-port inventory of operational highway and expressway links, the full commitment remains only partly verified.
The reasoning behind the verdict
Why this assessment?
Reviewed
01 · Delivery status
Why partially done?
Implemented road improvements provide meaningful delivery, while the master plan still identifies additional proposals and there is no evidence establishing complete coverage of every major and minor port.
02 · Strength of evidence
Why medium confidence?
Official LEADS and National Shipping Board records support implementation and remaining planning. Medium confidence reflects missing route-level commissioning and coverage data.
What would help us reassess?
The documents that could clarify delivery of this commitment.
- A port-by-port list of operational highway and expressway connections
- Completion certificates and current construction status for the port-connectivity master plan’s road projects
- Clear identification of unconnected ports or missing last-mile road links
Status describes delivery. Confidence describes the evidence.
