Build the Blue Economy Industrial Corridor and two Sea Food Parks

What does this status mean?
Meaningful delivery has occurred, but the stated commitment is incomplete.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“We will set up 2 Sea Food Parks (one each in South Gujarat and Saurashtra), build India’s first Blue Economy Industrial Corridor and strengthen fishing related infrastructure (jetties, cold supply chain and mechanisation of boats).”
Our Assessment
Gujarat has advanced some infrastructure relevant to this package, but the two promised Sea Food Parks and a formal Blue Economy Industrial Corridor are not verified as operational. At Kakwadi-Danti in South Gujarat, a Sea Food Park foundation stone pre-dated the manifesto and GIDC issued a post-election infrastructure tender. Government records also show fishing-harbour works and new authority support for jetties, markets and aquaculture. The available material does not establish that the Danti-Kakwadi park has opened, that a Saurashtra park was built, or that the corridor’s shared storage, transport and export facilities are functioning. The bar shows 0 of 2 parks confirmed operational in the reviewed records, not a finding that construction has never occurred. The separate 100% boat-mechanisation statement on printed page 17 is tracked in its own entry.
The reasoning behind the verdict
Why this assessment?
Reviewed
01 · Delivery status
Why partially done?
GIDC tender and budget material document post-election work on the South Gujarat Sea Food Park, while official sources show wider fisheries-harbour activity. This is meaningful partial implementation of the infrastructure package. Neither of the two parks is confirmed operational in the records reviewed, and no formal completed corridor, plug-and-play processing network, cold-chain and fish-market tally, or Saurashtra park was verified. Boat mechanisation is evaluated separately because it has its own 100% target on the detailed manifesto page.
The progress bar counts Sea Food Parks confirmed operational against the promised two. It is 0 of 2 verified in the reviewed records. The bar does not measure the corridor, jetties or the separately tracked boat-mechanisation target.
02 · Strength of evidence
Why medium confidence?
The assessment is supported by the manifesto, GIDC tender and budget records, official Union fisheries project data and Gujarat’s 2026 Assembly address. Confidence remains medium because the records do not confirm either Sea Food Park as operational or document a completed corridor and site-level support facilities. The separate boat-mechanisation target is assessed on its own page.
What would help us reassess?
The documents that could clarify delivery of this commitment.
- Completion and operational status, site capacity and beneficiary data for the Kakwadi-Danti Sea Food Park
- A project notification, location, budget, procurement and construction timeline for the promised Saurashtra Sea Food Park
- An approved master plan or notification for the Blue Economy Industrial Corridor, including its trunk infrastructure and common export facilities
- Gujarat-specific completed and operational jetty, fish-market and cold-chain facilities, with expenditure and location-level data

Promise Timeline
A Lok Sabha reply reported ₹910.75 crore in total PMMSY project costs approved for Gujarat and ₹173.35 crore in central funds released across the scheme. These are broad fisheries-sector totals, not corridor-specific spending.
View sourceGujarat’s Socio-Economic Review 2025–26 reported 28,392 mechanised boats among 37,061 registered fishing boats (76.6%). This numerical target is now assessed in the separate boat-mechanisation promise; it is not used to count Sea Food Parks or corridor delivery.
View sourceThe Union government reported that a smart and integrated fishing harbour at Jakhau, Gujarat, was among three projects being developed under PMMSY, alongside projects in Diu and Puducherry.
View sourceUnion government data listed one Gujarat fishing-harbour project under PMMSY with a project cost of ₹121 crore and a central share of ₹72.60 crore. The table showed no central funds released for this project at that reporting point.
View sourceGIDC invited tenders for flexible-pavement construction at the Kakwadi-Danti Sea Food Park industrial estate in Valsad, evidence of post-election site infrastructure work being taken forward.
View sourceThe BJP manifesto promised two Sea Food Parks, a Blue Economy Industrial Corridor, fishing-related infrastructure and mechanisation of boats.
View sourceBefore the manifesto was released, the Prime Minister laid the foundation stone for the Sea Food Park at Kakwadi-Danti in Valsad. This establishes an earlier project baseline, not delivery of the later two-park promise.
