Bharatiya Janata Party · Gujarat Legislative Assembly Election 2022
Last updated 12 Oct 2026
What does this status mean?
The term is active and there is no evidence of action or reversal.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“We aim to develop Gujarat as the Aviation Manufacturing Hub of the country. Under this, we will: Develop Global Aerospace Clusters, which will host MRO Hubs in Vadodara, Surat and Ahmedabad to promote aircraft overhauling and repairs.”
Our Assessment
Gujarat published an investment profile for aircraft MRO centres in 2024, and the Civil Aviation Ministry described planned C-295 MRO hangars at Dholera in July 2026. Neither establishes the promised global aerospace clusters and functioning MRO hubs in each of the three named cities. Ahmedabad had an MRO facility before the 2022 manifesto, which is not evidence of new post-election delivery.
The reasoning behind the verdict
Why this assessment?
Reviewed
01 · Delivery status
Why pending?
The reviewed record contains MRO investment plans and a future facility at Dholera, but no verified post-election delivery of the named aerospace clusters and MRO hubs across Vadodara, Surat and Ahmedabad. This location-specific commitment remains Pending.
02 · Strength of evidence
Why low confidence?
Official project and ministry documents confirm relevant plans but do not provide a city-by-city operational inventory or new-cluster evidence. Confidence is Low.
What would help us reassess?
The documents that could clarify delivery of this commitment.
- State notifications identifying the aerospace clusters in the three promised cities
- DGCA approvals, opening dates and operating records for each MRO hub
- Aircraft maintenance volumes and tenant lists for each cluster
