The exact Act title or enactment of a formal amending Act is not essential where the Government substantively expands coverage through notifications issued under the existing Act. In January 2025, Goa revised the notified schedule for multiple Factory and Boiler services, including approval of plans, licensing, renewal, transfer and worker-related services with defined timelines. In March 2025, the Government added query handling and grievance handling by the Goa Investment Promotion and Facilitation Board with seven-day and fifteen-day time limits. These constitute real post-election widening of the service framework. However, no approved evidence confirms comprehensive coverage of all relevant citizen and business services, or completion of the broader proposed expansion throughout the administration.
