“We will undertake a comprehensive e-Governance mission in Goa to revamp and streamline the relevant administrative procedures and ensure that all government offices are completely paperless by 2027.”
On track, but not fulfilled. The commitment combines administrative-procedure reform with a clear outcome and deadline: every Goa government office should become completely paperless by 2027. The Government 2023-24 Action Taken Report records that implementation of e-Office software to make all government offices paperless was initiated. A February 2024 Assembly reply confirmed that e-Office was under implementation in various departments. The Annual Administration Report 2024-25 continued to identify e-Office, digitisation, process re-engineering and paperless administration as active governance initiatives. These constitute concrete implementation before the 2027 deadline. However, no approved evidence confirms that all departments, attached offices, district and taluka offices, local bodies and other government establishments have adopted end-to-end electronic files. Online citizen services or scanning selected documents do not alone prove completely paperless internal administration. Status on_track.
