Partial. The commitment is qualitative and is evaluated through measurable expansion of translation, staffing, terminology, training and multilingual administrative services. The Directorate 2025 Citizen Charter states that it is expanding its ambit through language-development schemes, training, terminology preparation and research. Its services include translation of departmental documents, official-language training, Devanagari computer training, administrative terminology, multilingual government websites, name boards and signage. Its sanctioned structure contains dedicated Konkani and Marathi translator divisions and a Language Research Cell. Post-election action also includes advertisement for Junior Translators, constitution of an expert translation panel and a five-day workshop developing Konkani administrative vocabulary. These are substantive strengthening measures. However, the February 2024 Assembly record stated that the private-translator panel was still being constituted and did not confirm publication of the Official Gazette primarily in Konkani. No approved evidence establishes consistent local-language communication across all government offices, forms, websites and citizen-facing administrative services. Status partial.
