We will train all civil servants working in Goa in Konkani in order to opti-mise administration in the state.

Partial. The commitment requires Konkani-language training for all civil servants working in Goa. The Directorate operates Rajbhas Prashikshan Evzonn for Government officers and officials, including All India Service officers posted in Goa, to support official correspondence and communication with citizens in Konkani. During 2024-25, four training programmes were conducted in Panaji, Margao and Sankhali. A total of 121 government employees received basic training in Konkani grammar, administrative vocabulary and phrases, correspondence and official noting. This constitutes direct and geographically distributed implementation. However, no approved evidence provides the total number of civil servants requiring training, confirms that all state, All India Service and relevant Central officers completed the course, or records universal proficiency certification. Training a limited cohort does not satisfy the word all. Status partial.
