Fast-track regulatory and administrative measures for 5G rollout

“We will ensure 100% 4G mobile and broadband connectivity in every corner of the state.”
Partial. The promise requires universal availability of both 4G mobile service and broadband connectivity throughout Goa. The Goa Broadband Network provides 10 Gbps links among all 12 talukas and 1 Gbps links to all 189 Village Panchayats listed under the network and 225 government locations. It further connects approximately 1,000 government offices and 512 government or aided educational institutes. The Government reported 414 GBBN points of presence and connectivity to more than 1,500 government and educational institutions in October 2025. It also reported free public Wi-Fi at 150 identified locations. However, only 23 of 66 rural sites identified as lacking mobile-network coverage had operational 4G towers. A backbone connection to a Village Panchayat or government institution does not prove household broadband availability in every settlement. Substantial connectivity expansion is therefore confirmed, but 100 percent mobile and broadband coverage in every corner is not. Status partial.
The Government reported 414 GBBN points of presence, free Wi-Fi at 150 locations and 23 operational 4G towers out of 66 identified uncovered rural sites.
