Fulfilled. The completion threshold is adoption and streamlining of the regulatory and administrative measures needed to enable 5G deployment; the wording does not promise universal 5G consumer coverage. Goa adopted the Central Telecommunication Right of Way Rules, 2024 with effect from January 1, 2025. It designated the Department of Information Technology, Electronics and Communications as the nodal authority for processing telecom-infrastructure approvals, including mobile towers and underground or overhead cables on government land. Applications were moved to the Central Right of Way eServices Portal, replacing the former state-level process. The State also formally adopted the Government of India 5G guidelines with the stated aim of accelerating rollout across Goa. These actions substantively complete the promised regulatory and administrative enablement. Status fulfilled.
