Our Assessment

On track, but not fulfilled. The promise is evaluated by substance rather than the exact project name. Goa Budget Speech 2025-26 proposed establishment of a Biotech Park, which represents concrete government movement towards the promised biotech hub. The budget also provided an overall allocation to the Department of Science, Technology and Waste Management, but no project-specific allocation for the Biotech Park was identified. No approved source found confirms land finalisation, tendering, construction, operationalisation, revitalisation of the pharmaceutical industry or attraction of additional research and development units.
