On track, but not fulfilled. Goa has established substantial digital grievance infrastructure. The Chief Minister's Helpline enables citizens to submit and track governance and public-service grievances through an online portal, official mobile application and 24x7 AI-powered telephone service. The Government is also developing multilingual speech support in Konkani, Marathi and Hindi and enhanced Android and iOS complaint functionality involving location, photographs and videos. Separately, the Directorate of Public Grievances reported that it was developing a dedicated software portal for implementation and monitoring of the Goa Right of Citizens to Time-Bound Delivery of Public Services Act. These are concrete operational and development actions towards the promised digital-first system. However, the dedicated statutory portal remained under development in the latest implementation report, full integration across departments is not confirmed and no approved evidence establishes consistently swift resolution of ease-of-living grievances throughout the system.
