India Code confirms the RPwD Act, 2016 framework. Department of Information and Publicity material confirms the Department for Empowerment of Persons with Disabilities became functional from April 2024 and that its office has a ground-level facilitation counter, wheelchair-accessible ramp, lift, toilet and wheelchairs. Times of India reported in May 2025 that Goa government decided to conduct accessibility audits of public buildings, transportation systems, educational institutions and recreational facilities for compliance with RPwD accessibility standards. This confirms institutional and audit movement, but approved sources do not prove that all government offices and buildings in Goa are fully accessible. Status on_track.
