We will revamp the Chief Minister's Apprenticeship Programme to provide every unemployed graduate of Goa with an apprenticeship wherein they can obtain the skills necessary for gainful employment with a provision of a Rs 5,000 stipend during the apprenticeship period.

On track, but not fulfilled. The promise is to revamp the Chief Minister's Apprenticeship Programme to provide every unemployed graduate of Goa with an apprenticeship and a Rs 5,000 stipend. The Government of Goa notified the Chief Minister's Apprenticeship Policy for Government Establishment-2023 on 2023-06-20. The policy covers eligible Goa residents, includes graduate apprentices, sets a target of 5,000 apprentices per financial year, prescribes Rs 13,000 per month for graduate apprentices or degree apprentices, and projects an approximate Rs 78 crore budget outlay. Department of Information and Publicity later said over 6,000 apprenticeship opportunities were created in government establishments and over 5,000 in the private sector. The 2024 Governor's Address says 8,852 youths had been appointed as apprentices in government and private sector. This confirms substantial implementation and stipend support above the promised Rs 5,000 level, but approved sources do not prove coverage of every unemployed graduate of Goa, so it is not marked fulfilled.
