On track, but not fulfilled. The promise is to promote Goa as a destination for high-end technological research. Official sources confirm that the Goa State Research Foundation was established through Goa Act 8 of 2022 and, according to the Directorate of Higher Education, was established on 17 October 2022 to promote research across disciplines, especially inter- and multidisciplinary research, through training, funding and facilities. GSRF also runs doctoral fellowship and research-support schemes. Goa startup/IT policy material supports technology and innovation hubs, centres of excellence, R&D labs and incubation centres. This confirms concrete research and innovation infrastructure, but does not yet prove that Goa has become a recognised destination for high-end technological research. Status on_track.
