high

Partial. The commitment is evaluated by the substantive introduction of new-age courses addressing Industry 4.0 requirements rather than requiring a particular programme title. Goa notified the Chief Minister's Kaushalya Path Scheme in March 2023 expressly to address Industry 4.0 skill mismatches and provide market-relevant, new-age courses. The official ITI Prospectus 2025-26 confirms that short-term courses are offered in Additive Manufacturing Process, Internet of Things, Battery Electric Vehicles, 3D Designing and 3D Printing, and PLC, VFD and HMI Industrial Automation. These courses are offered through multiple Government ITIs, including Centres of Excellence in both North and South Goa. A 2024 Assembly reply also records IBM training plans in Data Analytics, IoT, Cybersecurity, IBM Z and Full Stack Development across both districts. SCERT has additionally issued an AI Solution Developer vocational curriculum for Grades 9 and 10 that includes machine-learning fundamentals and AI model training. This establishes meaningful delivery of advanced manufacturing, automation, AI and other Industry 4.0 course content. However, no approved evidence clearly confirms statewide operational rollout or completed training batches specifically in machine learning across Goa. The commitment is therefore not marked fulfilled. Status partial.
