“We will set up Green ATMs on beaches that will dispense cash for return-ing plastic waste, bottles, and glass bottles that will ensure cleaner beaches, to establish a cleaner and greener Goa.”
On track, but not fulfilled. Equivalent delivery through reverse vending machines or authorised collection points that provide a cash or electronic refund for returned plastic and glass packaging would count. Goa notified a Deposit Refund Scheme framework in August 2024. It provides for refundable deposits on covered packaging returned at authorised collection points and permits appointment of a system operator through competitive tendering. In May 2026, Goa constituted the Deposit Refund Scheme Authority to manage implementation, escrow accounts, manufacturers, retailers, deposit values, collection targets and refunds. However, the Authority notification expressly requires it to notify a future commencement date. No approved evidence confirms operational reverse-vending or Green ATM machines on beaches, cash or electronic refunds being issued to beach users, or beach-wise coverage. The regulatory and institutional framework supports on_track rather than fulfilled. Status on_track.
Goa constituted the Deposit Refund Scheme Authority, while leaving the commencement date and operational parameters to be notified.
