Partial. Goa Municipal Plastic Waste Management Bye-laws require local bodies to implement national notifications prohibiting identified single-use plastic products and to conduct enforcement and awareness activity at markets, tourist locations, religious sites and beaches. The Revised Solid Waste Management Policy 2022-2037 further provides for enforcement against prohibited products, promotion of reusable alternatives and phased withdrawal of selected plastic and packaging items. These measures constitute meaningful statewide implementation. However, the official policy expressly refers to a ban on select single-use plastics and states that selected items will be phased out subject to availability of sustainable alternatives. Many single-use plastic products and packaging categories remain legally permitted. Therefore, a complete ban across the entire state has not been implemented. Status partial.
