Introduce a sustainable municipal waste-management and disposal policy

Goa has delivered the core commitment to introduce a sustainable municipal waste-management and disposal policy. The Government officially notified the Revised Solid Waste Management Policy for the State of Goa, 2022–2037 on 1 March 2024. The policy applies across the state and provides a comprehensive framework covering waste segregation, collection, transportation, processing and scientific disposal. Implementation is also evident. The 250 TPD Saligao and 100 TPD Cacora integrated solid-waste facilities are operational and process municipal waste through recovery of recyclables, wet-waste treatment, biogas and electricity generation, compost production and RDF processing. In 2024 alone, the two facilities treated more than 1.13 lakh tonnes of solid waste. The state has continued expanding the system through statewide waste-service contracting and implementation of the Solid Waste Management Rules, 2026. As of 30 September 2026, Goa reported registration of 412 bulk waste generators, fortnightly compliance inspections and operation of 14 Reduce-Reuse-Recycle centres. Because the manifesto's identifiable commitment was to introduce a sustainable municipal waste-management and disposal policy, and such a statewide policy has been formally notified and is under active implementation, the promise is assessed as Fulfilled. Continuing waste-management challenges or further infrastructure expansion do not negate delivery of the stated policy commitment.
