Fulfilled by substance. On March 1, 2024, Goa notified the Revised Solid Waste Management Policy for the State of Goa, 2022-2037. The exact manifesto title is not required because this is the substantive statewide municipal waste-management and disposal policy. It applies to all waste generators and local bodies and covers waste prevention, segregation, storage, collection, transportation, treatment and disposal. Its framework promotes reuse, resource recovery, recycling, a circular economy, cluster-level processing facilities, private-sector participation and improved working arrangements for waste collectors. Its vision is Zero Waste Goa and sustainable, efficient municipal solid waste management. The commitment was to introduce the policy, not to complete every infrastructure and zero-waste target during the term. Notification of the comprehensive policy therefore fulfils the promise.

To ensure the proper disposal of bio-medical waste produced in the state, we will enhance the capabilities of existing Bio-Medical Waste Treatment Plants, to ensure it is prepared to meet future demands.
We will set up Green ATMs on beaches that will dispense cash for return-ing plastic waste, bottles, and glass bottles that will ensure cleaner beaches, to establish a cleaner and greener Goa.
