Partial. The Common Biomedical Waste Treatment Facility at Kundaim has a total designed treatment capacity of 28 tonnes per day and is equipped with a rotary incinerator, pollution-control system, autoclave, boiler, shredder, effluent-treatment plant and plastic-recycling equipment. The facility currently treats approximately 4 to 5 tonnes of biomedical waste per day from more than 1,700 healthcare units throughout Goa, giving it substantial capacity to meet future increases in demand. The 2024 State Waste Policy also records the facility as fully operational. However, GWMC states that collection and operations began in October 2021, before the election. Post-election records confirm statewide utilisation and full operation, but do not clearly identify an additional capacity expansion, new treatment line or specific equipment upgrade undertaken during the present term. The future-demand capability and expanded operational coverage support partial delivery, but a completed post-election enhancement is not proven. Status partial.
